Before you can apply for the O visa at the USCIS service center, you have to obtain a "No Objection Letter", or, in some cases, an "Advisory Opinion".
Generally, you will need a "No Objection Letter" to be eligible for the O-visa. This will usually be issued by a U.S. labor organization or union, stating that there is no objection to the hiring of the applicant. This is not to be confused with the "Labor certification" process.
If there is no appropriate labor organization, you should obtain an "Advisory Opinion" from one or several recognized authorities in the field.
